How to apply for community or caste certificate ?
What is a Caste Certificate and Why is it Needed ?
A Caste Certificate is the proof of oneтАЩs belonging to a particular caste, especially in case one belongs to any of the тАШScheduled CastesтАЩ, as specified in the Indian Constitution. The Government felt that the Scheduled Castes and Tribes need special encouragement and opportunities to progress at the same pace as the rest of the citizenry. As a result, as part of the Indian system of Protective Discrimination, there exist certain special privileges granted to this category of citizens, such as reservation of seats in the Legislatures and in the Government Service, waiving off a part or the whole of the fees for admission to schools and colleges, quotas in educational institutions, relaxation of upper age limits for applying to certain jobs, etc. To be able to avail these privileges, a citizen belonging to a Scheduled Caste must be in possession of a valid Caste Certificate. This will applicable to other categories also.
This system of issuing permanent Community Certificates will apply to the institutions in Tamil Nadu coming under the control of the State Government. It will not have any binding on the institutions of the Government of India, its undertakings and other State Governments.
CRITERIA TO GET A CASTE CERTIFICATE:
- The applicant must be a citizen of India.
- He/she is a permanent resident of West Bengal since 1950.
- He/she is an ordinary resident at the address currently residing.
- He/she belongs to the said caste / tribe.
- His/her identity.
- As ┬аper Government of India order, a person belonging to the SC/ST category can only claim such benefits from the state he/she originates.
- A person who was not a SC/ST by birth will not be granted a certificate merely because he/she has married a person belonging to a SC/ST.
- The person claiming to be a ┬аSC should profess the Hindu, the Sikh or the Buddhist religion. The person claiming to be a ST may profess any religion.
The applicant can make the request to the Tahsildar with or without the recommendation of the Revenue Inspectors/Village Administrative Officers.
┬аThe Tahsildar will fix a time when the certificate shall be issued either by him or by the Deputy Tahsildar. However, it may not exceed 15 days for all communities except the Scheduled Tribes. For the Scheduled Tribes, the maximum limit is 30 days.
┬аThe list of applicants for Scheduled Caste/Scheduled Tribe Certificates may be published in the notice boards of Taluk and Panchayat Union Offices and Panchayats and Chavadi in the Village concerned inviting objections from the public before enquiry is made.
┬аThe Community is determined with reference to the documents registered, Community Certificates obtained earlier by the parents/relatives, school Certificates of the person concerned or of parents, open inquiries in the village including the members of the local body, verification of their place of residence, personal inquiry of the applicant, etc…
